Guaidó to visit Brazil for talks on Venezuela

Backed by the USA and dozens of other countries, opposition leader Juan Guaidó has declared himself interim president.

In addition to the USA resolution, Russian Federation is drafting a rival text, which reiterates the need to respect principles of the U.N. Charter such as sovereign equality, non-intervention in internal affairs and the peaceful settlement of disputes.

Mr Arreaza spent much of a speech to the top United Nations human rights body denouncing what he called U.S. "aggression" against his country.

Washington regards the May 2018 ballot that brought Maduro second term to be illegitimate.

Russia's draft warns against the use of force against the Maduro administration and emphasizes the principles of national sovereignty and non-interference in countries' domestic affairs.

The US and 50 other countries have backed Guaidó, while China and Russian Federation have stood by Maduro's government.

"The former Maduro regime should not be allowed to try to continue to represent the Venezuelan people", Wood said.

To pass the Security Council, a resolution must secure nine votes, and the United States draft appears capable of meeting that threshold. A resolution needs nine votes in favour and no vetoes by Russia, China, France, Britain and the United States to pass.

Tuesday's emergency Security Council session on Venezuela, requested by Washington, featured a sharp exchange between a United States senior official and the Venezuelan foreign minister.

Over the weekend, violent protests broke out in towns along Venezuela's border with Colombia and Brazil.

"The transfer of United States special operations forces to Puerto Rico, the landing of USA forces in Colombia and other facts clearly indicate that the Pentagon is reinforcing the grouping of troops in the region for the goal of ousting the legally elected current president, Maduro", Patrushev said. At least two people were killed in a town near the Brazilian border and, according to officials in Colombia, as many as 285 were wounded near border bridge crossings.

Russian Federation had circulated a rival draft resolution "expressing concern over the threats to use force" against Venezuela and "to intervene" in its domestic matters. The group includes tourists, truck drivers and citizens who had been living in Venezuela.
