Some in the President's political orbit have begun to believe - and hope - that the Mueller report will be good news for the President, granting him the exoneration that Trump has so desperately sought since the Justice Department began to probe allegations of collusion between the Trump campaign and Russian Federation.

Gohmert said that with all things considered, Trump is correct to want the entire Mueller dossier released to the public. Under the rules of his May 2017 appointment, Mueller, a former director of the Federal Bureau of Investigation, is to submit to Barr "a confidential report explaining the prosecution or declination decisions".

The US House of Representatives voted 420-0 last week on a nonbinding resolution calling for Mueller's report to be released both to Congress and to the public, but it is not clear how the measure will fare in the Senate.
On the other hand, if Mueller finds criminal behavior by Trump and believes the evidence strong enough to support an impeachment motion by Congress, he could, with Barr's permission, write a separate report making that case.
