Dallas Fire and Rescue officials said the metal frame collapsed into the apartment block near Good Latimer and Live Oak in Downtown Dallas.

"It was like a sunny, handsome day and people were at the pool", she said.

"We're hoping that what we have at this point is where it ends [in terms of casualties]", said Mr Evans.

Three others are in serious condition, though one person was already released from the hospital.

A severe thunderstorm watch for the Dallas-Fort Worth area was issued at 11:25 am (local time).

"We don't quite know if our auto is there, we haven't been able to get into our apartment to see if it's OK or to see if there's any damage", she told CNN.

Evans said although he's dealt with crane collapses in the past, but "I don't recall ever responding to one where it's actually fallen on an occupied building much less a five-story occupied high rise building".

Allen told the newspaper he saw a bloodied woman trapped in a second-floor apartment.

Video shows that downed crane ripped a large hole in the side of the building.

Evans said "every single level of the parking garage in part has collapsed" and that multiple vehicles were damaged.

"The building itself has suffered multiple collapses in different areas of the building to include residential spaces and the parking garage", Evans said.

The weather service says winds could exceed 110 kilometres per hour.

Storms in the area have left thousands of residents without power and knocked down about 200 trees and even a billboard in Dallas.

Storms in North Texas affected regional 911 call centers, according to Dallas police.
